Yes. PLIC Books is now known as Captura Yearbooks. It is the same browser based yearbook software.
Yes, in all three yearbook software options: Captura Yearbooks, Yearbook Pro Online and Memento Yearbook Software. Portraits flow onto your class pages from your school photographer's PSPA files. For InDesign, plugins are available to support portrait flow. Book Design Pro Software does not flow portraits in, which is one reason it suits schools without a school photographer.
